The Russian president said the move to bolster security was to ensure "fast" military and civilian movement into Ukrainian regions that were now under Moscow's control. The Kursk and Belgorod Russian regions bordering Ukraine have been the most frequent target of attacks. Yesterday, officials said three people were injured in Ukrainian shelling in Belgorod - a region that was the target of pro-Ukrainian fighters earlier this week as well. Vladimir Putin has ordered stronger security around Russia's border following an increase in attacks inside the country.
